Last month I`ve received a lot of messages like this, that`s why I created this journal to explain the situation. My decision depends of what do you want to use. If painting is a commission for somebody (picture contains not show characters and different OCs), I will say NO. You can try to find OC`s owner (pls don`t ask me and use derpibooru) and ask their`s permission to use the art. If they allow you to use the picture, I allow too. If the picture you want to use does not contain any OCs in it, feel free to use it in your fanfic\video\profile pic BUT PLEASE don`t forget about credits - pls help other ponies to find my art^^ Hope this journal was useful and answered your questions.
